Can't shut down PC

Windows 7 ultimate 64bit with latest updates

When i select shut down, windows turns off (at least I think it does, monitor goes black), but my actual PC hardware stays on. I can't get back to Windows unless I hold the power button and manually shut off and restart the computer.

Any idea how I can fix this?

I don't have the option of system restore, only things I did lately are update my SSD software (Samsung magician) and my GPU drivers, both of which I already tried rolling back.

I've tried shutting down in safe mode and the system just freezes instead at the "shutting down..." screen.

Is there any additional information I can provide? Might this be a hardware issue? I do know the most recent Samsung Magician software messed with my virtual memory settings and power settings. Additionally, the latest Nvidia drivers have crashed and recovered on me a few times. Tried rolling back and didn't seem to affect the shut down issue.

I don't know what to do at this point
