Cant shutdown my cpu..please help~

Hello,
I have a problem . Even after i shutdown my pc fan(CPU cooling fan and case fans) still keeps running indefinately, i can still eject and close DVD drives, they aren't powered down!. But monitor is powered down.Hard drive usage LED isn't glowing after shutdown, even i press hold power button its of no use, i have to unplug the main power to completely switch off.

I have re-installed OS(fresh copy), still the problem remains the same..

I'll be grateful if u can solve this.Thanks!

It worked before or is this a new rig?

open a command prompt (windows key+r or start>run>cmd.exe)
then type "shutdown -f -t 01"
Tell me what happens after that, it should shut off your machine

Check the wiring of the front panel pins.
Power switch, reset switch, etc.
Colored wire is positive, white/black is negative.
