Capping Home Network

Is there a program or a built in setting in routers to manage data flow on PCs on a network. I need to set the bandwidth for my brother's PC. I need to allocate more badnwidth on my PC because I do gaming and my brother only does downloads.

I have 3 PCs sharing internet and files via a 4 port router hub.

there isnt really a good way to do it. maybe some utility. but a high end switch could do this nicely.

my computer is so fast, it completes an endless loop in less than 4 seconds!
