Capture card options?

Hey guys, I'd like to start streaming super smash bros wii u and have absolutely no knowledge of capture cards.

Apparently, I will need to use both of my monitors? (or do I need a second computer?)

I was looking at these for my options

Live Gamer Portable | AVerMedia
AVerMedia CV710 ExtremeCap U3 capture card
Elgato came capture HD
Elgato came capture HD 60

I have 30mbps down/5up so my streaming capabilities will also have a play in this. Can I stream 720p at 60 fps? if not then I'd be looking at 1080p at 30fps, and if that's a no go, 720p at 30fps (In that order of priority)

One question I have is if I'm playing in 1080p and I'm using Liver Gamer Portable, for example, can I still stream in 720p 60fps? Or would I have to be playing the game in 720p to be able to record at 720p 60fps?

Edit: I am not against PCI cards if there are any recomendations in the 150-200 price range that would provide an advantage over the choices I've listed

Have you considered Roxio Screen Capture: http://www.roxio.com/enu/products/game-capture/console/overview.html at all? Anyways I can't wait to get SSBU myself!
