point me toward good forum or

how do they vibrate my house all the boards and nails including me with car stereo or other device
how to defend. police not being helpful.
its torture on me.
runs the vibrator long hours prevent me from sleeping cant work at my pc.
any demo videos of such i can use as evidence demo
 
As I understand it, this is pretty much ruled by local laws. Look into your local jurisdiction in regards to noise complaints/automobile audio. If I remember correctly, our local laws state that if audio from your vehicle can be heard outside the vehicle while the windows are rolled up, you can be cited/ticketed (not often enforced here either, sadly).

If your local jurisdiction has similar laws and you can identify an individual/individuals continually flaunting these restrictions, then I would advise SAFELY getting video evidence of the indiscretion and then contacting a lawyer to see if you have a case.

UNDER NO CIRCUMSTANCE should you confront the offender.

This is the problem. Way too many vehicles where I live are deliberately modified (straight-piped, mufflers removed, whatever) to be as loud as possible. Illegal, but it might as well not be if it's never enforced and no one is going to be punished for it.

It makes me sad, the infrequent times I witness a pick-up truck pass by with nary a sound, because it's a reminder that the trucks don't have to be super loud and people make them that way on purpose. And that's not even getting into obnoxious audio systems.

woofer acts like a piston reverbs at varying hi freq
sat next to my house shakes the frame floors etc

the ahole has me bouncing up and down in my chair sends cringe worthy throbs and quiver
 
Just call the cops and put in a noise complaint. It's really that simple and all you can do.

If the cops are doing nothing, then you need to request to speak to a supervisor. If nothing gets done from there, request a meeting with police chief and document it all.

You need a decibel meter and your phone. Record the decibel readings and any other observables on your phone to document the situation. Ensure that date and time is visible on the recording. When you have recorded evidence, THEN call the cops. Provide the video to the cops as part of your complaint. Continue to do this each time. That establishes a pattern of illegal behavior.
Attempt to find others that will join your cause. You are not the ONLY person that is inconvenienced by this.

In our jurisdiction it was a surprising level of noise and must be at the curb to violate the ordinance. I believe that up to checking today (I was unaware it was amended) that it had to be something like 97db at the curb. They have changed the wording to say that if anyone can plainly hear the noise 50' away between the hours of 10-7. My bet is this change has to do with the several amphitheaters in town that (were) playing shows pretty late into the night.

There are exceptions such as certain types of construction and also things like emergency repairs.

To OP I would suggest checking at City Hall to see if there is a very large construction project ongoing in your area.
