Case fan not spinning

I connected my case fan into the motherboard, it wasn't spinning, so I went to BIOS, set the speed to max and it still wasn't spinning, said the case was spinning at 0 RPM. What do I do??

Another simple way to test the fan: It is supposed to run full speed when supplied with 12 VDC. So you can use temporary wires to connect it to the posts of a car battery. The fan's RED wire on connector Pin #2 of a 3-pin fan (Yellow on a 4-pin fan) goes to the + terminal, the BLACK on Pin #1 is to the - terminal. If that does not make the fan run immediately, it is faulty.
