case fan too tight by default?

I think my pc case fan is too tight, I got a new case for christmas and while setting it up, I noticed the back fan needs a push to get started on low speeds and does not continue for long. There is also a noise coming from it. I also noticed there is a striking difference between the tension on this one and the top which works better, the top one gliding more when hand spun while off. the back one is tight, how can i tension it or is there another solution?

Change it, it might make damage to MB if it burns and shorts out which by looks of it is going to do soon.
