Question case fans are loud, problem is resolved with reboot but comes back

basically yesterday my case fan started being loud asf, i cleaned em and started up my pc and they were normal, but i lost my mouse's DPI config(logitech g502) and steam forgot where all m games were. when i turned off my pc and then on again, the problem returned, and it continues that way, alternating each boot. i have a b450m motherboard if that can be useful. Is removing the fan an option?

it seems odd the fans are fine every 2nd boot?

What fan is it? intake or exhaust?
