Case fans are not working/OS on boot keeps looping back

So this is my first build, I have the Kraken x62 280mm, and my case is the NZXT s340 Elite. So far the only fan spinning upon boot is the heatsink on top of the CPU, my case fans nor AIO Kraken fans are spinning. My kraken fans are connected via sata to the PSU.

When i enter the BIOS, I believe i see the system recognizing the fans, which is kind of confusing.

Also, When i try to boot from usb, windows starts, asks for cd key, begins installation, then the screen goes blank, and the windows logo and initial configuration start again. Any ideas?

Corsair Vengeance 16gb 3000mhz

there's also the 4 pin part to be connected to the motherboard, individual fans to be connected to fan slots on the power cable, and also the usb cable. You connected all those?
Without cooler, startup won't progress far. If you go into bios advanced view, msi should give you a fairly extensive fan temp to rpm profiles you'll be able to adjust. I'm not sure how it'll show up with the kraken, but once within windows you should be able to control it with nzxt's cam software.
