Case fans running at very low speeds

Can anyone help me with this? Ever since I reassembled my system for the first time in a new case, my fans have been running at very low rpms between 580 - 750 rpm which causes me to get the CPU Fan Error prompt whenever I start my computer. I had to ignore the warning in the BIOS so that it allows me to boot up. The highest the fans ever got was around 750 rpm when running Prime95 and the fans set to 100% manually with Speedfan. The fans are all connected to a PWM hub that comes with the Phanteks Enthoo Luxe case. I'm pretty sure the connections are correct as I followed the instructions in the manual. 6 fans are connected to the PWM hub which is powered by one 12V SATA cable. It is then connected to the motherboard CPU_Fan header.

I can't really tell you the exact fan model as I don't know what it is and how to find the exact same one. But all I can tell you is that it's a corsair 120mm fan and I connected it to the PWM hub of the case.

Here's a picture of what it looks like but it's not a picture of mine, I found the picture on google. The 4 pin connector is connected to the CPU_Fan header on the Z77 motherboard. I just connect the fans to whichever one was more convenient when cable managing. If you want it to be more specific, the fan that is cooling the radiator of my H80i is connected to the top right corner header labelled FAN6. The one on the left is connected to a 12V SATA cable
 
So, H80i:
- power cable to power supply
- radiator fans cables to y adapter and then to pump
- pwm cable (4 pin) to CPU_fan header on the motherboard
case fans:
- fans connected to the PWM hub
- power cable to power supply
- 4 pin cable to one of the CHA_Fan headers on the motherboard.

If still CPU Fan error when starting the board, in BIOS, monitor menu, set CPU FAN low speed limit to 300

 


The only connection I have from the H80i is a 3 pin connector from the pump which I connected to the CPU_OPT header on the motherboard. I do not have a Y adaptor and I doubt I need one since my radiator only supports one 120mm fan. I've already set the CPU FAN low speed to ignore so that I am able to boot up. I connected the 4 pin cable from the PWM hub to the CPU_FAN header as stated by the manual of the Phanteks Enthoo Luxe case. I've also tried your way by connecting it to a CHA_FAN header but the fan speeds are still very low but I'm unable to even adjust the fan speed. I could send you a picture of the connections if you need it.
 


Yea I've tried setting it to Turbo. It's pretty much the same as when I set it to manual
