Case, Power Supply, and CPU Fans turn on for 5 seconds. Then they turn off and back on, no display

Just a recent build i have confirmed both the cpu power and the board power are plugged in, i have 1 stick of ram and moved it around to other locations. I have unplugged everything except the basics (CPU Power, Board Power, Power switch, 1 stick of ram)

every time it does that 5 seconds then turns off and then back on and the whole time the power light indicator is red.

Case is HAF 912 coolmasters
Motherboard H170A-X1 ASRock
CPU i3-7100 Intel
RAM 8gb DDR4-2133 Crucial

By George, I think he's got it!

Sorry, but its a 'chicken and egg situation. You can't flash a BIOS with a CPU you need a BIOS flash to support..

Some have suggested the ethically and morally ( maybe even legally) wrong procedure of buying the needed CPU just to flash the BIOS, then Returning it once the BIOS flash has completed successfully..

I have read through that great guide already and i did try everything on that list something did find on the internet cause i have a 7th generation cpu and the motherboard was made when the 6th gen was out there is a disclaimer on Parts picker but i'm hoping its a easy solution.

"Some Intel H170 chipset motherboards may need a BIOS update prior to using Kaby Lake-S CPUs."

Would this be the reason i'm not getting a bootup and if so is there a way i can update the bios without having a display?

You need a CPU that is already supported by the BIOS in order to update the BIOS to support a Kabylake CPU. If you use a CPU supported by the old BIOS, your Display problems should magically go away.
