Certain applications not connecting to the internet

Hi all!

I've recently been having problems with my computer. I can connect to the internet with certain applications like Internet Explorer and Firefox, but for some reason, Chrome, Dropbox, and Teamviewer refuse to connect to the internet properly. I've scanned with both Malwarebytes and Bitdefender Internet Security, both which are installed permanently, and removed all threats, but those programs still don't work.

When I boot into safe mode with networking, EVERYTHING works.

I'm using Windows 8.1 Update 1.
