Question Certain fans start and stop

Hi everyone, I wondered if anyone could help me with this: My fans run fine when Im using some cpu and it reaches a certain temp. But as soon as it is just running at normal temps it keeps stopping and start to spin slowly over and over again.. this happened overnight after when I cleaned my desktop for dust and played a whole day, nothing was visible until the day AFTER that day it started showing the issue..
I have looked at the problem with a friend who works in IT and it seems to be a software problem..

Everything is fine when I start up in safe mode it seems and the settings in the bios seems fine too he told me. we tried deleting all fan software or stopping all processes that have something to do with it to see if it has any effect, but none at all.
My friend said to maybe just try to stop local services in windows to see if it then would act as supposed to, should I try this first?
If anyone has an idea what else I could do please tell me :) I'm at a loss here.

Also, it's my back fan that stopped working and one of my case ceiling fans is also stopping and starting together with one in the front, while the other ceiling fan and front fan work fine..
Another thing I can mention is I don't use a 'controller' for the case fans, it's my graphic card that has a build in one .

Update your post to include full system hardware specs and OS information.

Include PSU: make, model, wattage, age, condition (original to build, new, refurbished, used)?

Disk drive(s): make, model, capacity, how full?

Case: make, model, existing fans and fan configuration.

Make and model fans?

Regarding "we tried deleting all fan software" - what fan software is being used?

Any RGB apps installed?
 
It's a new build since a few months, but it's not actually a hardware problem since it works fine when windows boots in safe mode.. So I wondered if anyone had experience with what it could be software wise!
Would I still need to mention the full build? I don't see how that's necessary tbh.

The 'fan software' was software like armoury crate and signalrgb etc
 
Yes, full info needed for good advice. What you describe sounds like somehow, when your system is very cool, your fans are being instructed to go so slow that they STALL. Normally when that happens the fan header involved detects that as a fan failure and tries to fix it by telling the fan to run full speed to be SURE it re-starts. When it does successfully, the automatic system goes back to normal operation and tells the fan to slow down, and the whole situation repeats!

If we are given details of the fans, the mobo, and where the fans are plugged in, we can look up all the info needed to tell you exactly what to adjust to cure this situation.

By the way, most fan control software tools (like ArnouryCrate, etc.) are tools tha t run under Windows so you can use them during normal operation (not restricted as BIOS Setup screens are), but what they REALLY do is set parameters in BIOS Setup and let that basic system do its job. Your problem does not appear to be a fault of the software tool. Rather, it is the SETTINGS you have chosen that need to be adjusted.
 
I think I would consider first uninstalling the optional fan program. Reboot to BIOS and go into "Hardware Monitor" (could be named other based on brand of mobo) and set the fan curves to "always on/performace/max fan (etc.)" and see what happens. Many mobo will offer things like performance, standard, silent and so forth. You may even have an option for "smart fan" to which you can set a curve based on system temps. And some even fan a fan tuning feature that will set them to optimal levels automatically after running a short test.

If this persists, I would probably try a clean install of OS as second course of action.

And I also echo the request for full system spec. It can only help with more properly targeted advice.

It's a brand new computer since a few months..
Case model : corsair 4000d airflow
Fan model: Gelid solutions stella -120MM ARGB Fan
I also have made the 'mistake' in the beginning of building it that I used one of the noctua cpucooler fans in the case instead of both on the cooler but I was told it doesn't matter so much. Which it actually didn't seem to?

The 'fan software' is everything armoury crate does,asus fan control service folder emptied, there were 3 folders with 3 recent dates in there (profiles we edited i think while fixing)

Also I did the q fan control option and now when I restarted the front fan in my case is working again but for the case ceiling fans only one works still.

It would seem that now all the fans are working as they should..
