Certain games feel like they're stuttering/low fps even with high fps in windowed borderless mode.

R5 1600 @3.7ghz
GTX 1060 6GB
Corsair 16GB DDR4 @3200mhz
iiyama Black Hawk 1920x1080 @75hz
A secondary monitor 1920x1080 @60hz

Games run smooth and fine when in fullscreen mode however a lot of games I play such as Rocket League don't like to be tabbed out when in fullscreen and often crash when doing so.

The problem:
Playing in windowed borderless causes all of my games to feel like they're running at somewhere around 30fps rather than 75fps. They don't feel smooth at all. The problem used to be caused by having something like a youtube video playing on my second monitor, and simply not having a youtube video playing on the second monitor meant that I could play games in windowed borderless at a smooth 75fps just fine. Now even with nothing open on the second monitor, the game feels like its at 30fps.

I've got almost no experience with higher refresh rate monitors so all help is appreciated.

Its clearly running at 75hz and your fps counter is showing the right fps. So this issue doesn't make sense. Unfortunately its hard to quantify "feel", because everything indicates its working right. I'm at a loss here but will share this with some others to see if they have any better insights.
 

Thanks very much for trying :) I can understand what you mean about quantifying the 'feel', it's just as hard to describe! I'll just have to stick with fullscreen mode for the time being.
 
With windows borderless mode initial, you get the fps of windows as it's a foreground task in windows, not a separate app like full screen. The only workaround I've heard of that has had any luck or pretty constant results is to start the game, either as full screen or window, make it full screen and then snap it back to window mode. This'll open up the app inside the windows box, so it doesn't use windows default fps for a window.

Some ppl have had luck with nvidia control panel, restore global settings, in 3d set for maximum performance.
 
Owen, you don't have 20/20 vision by chance? There's been times when I've noticed faint blocks/lines/"jerkiness" before and have had friends/family say they don't notice it. It made sound ridiculous, but I have 20/20 vision(they don't). Other then that, a screen that size I'd say make sure you're sitting/standing at least arm's length away from it.
 

Its nothing to do with my eyesight. I can see the difference clear as night and day when switching from fullscreen to windowed borderless. I've got a feeling it's something to do with the refresh rate of the desktop on the second monitor limiting everything on both desktops to 60fps.

when i have a movie or my browser open on a second screen i dont bother with windowed mode.
i just use windows key + p and select extended, and full screen for the games.
most of the time it works fine, but some games just dont like some apps running along side them... my main culprit is using vlc player with directx games.
i can use potplayer no problem with hardware acceleration enabled.
the games seem to play just as smoothly although i do have to consider at least 1 gig of spare vram for the other screen. so i limit the quality settings in games that might push the gpu past 3gigs. (gta 5)

if using extended mode for the other screen and full screen mode for the games doesnt help, try adjusting the affinity for the exe's so they dont run on the same cores as the other apps.
