You need to:
1. Create a .bmp file that will be the wall paper
2. Create a new GPO and name it something appropriate for your
environment "force background"
3. Modify the user settings of the GPO
4. User configuation >> Adminisrative templates >> Desktop >> Active
desktop >> enable active desktop >> SET TO ENABLED
5. Go to User configuration >>administrative templates >> desktop >>
active destop >> active desktop wall paper set to enabled >> set the
wallpaper name to point to your .bmp file
6. Go down to User node >> administrative templates >> desktop >>
active desktop >> Allow only bitmapped wall paper and set that to
enabled
7. Modify the computer node of the policy >> go down to computer
configuration >> administrative templates >> System >> Group policy >>
enable User group policy loopback processing mode >> set to loop back
processing mode to replace
8. Go buy Jeremey Moskowitz's Group policy books
Then you can prevent the users from changing their background by using
the steps mentioned in this article
