So is it possible to change the frame rate playback on DVDs played in VLC media player, as I noticed there is some lag. I had this issue with my Blu-ray DVD player and found it was set to play videos at 24 FPS which is apparently good for movies but bad for things like TV Shows since after a few episodes the audio/video would be horribly out of sync. I found an option to set it to just always play at 60 FPS and that's solved the problem so hoping there might be something like that in VLC ?

As far as the Convert/Save option goes (talked in the video as alternative option), i have few words to add to that method. Rather than just selecting encoding option, you could edit it as well.

Guide:
Step 1. Launch the VLC Media Player on your system and open Media > Convert/Save… which will further launch the “Open Media” dialog box.

Step 2. At the File tab, click on the +Add button to browse and open the video for which you want to change the frame rate.

Step 3. After the file is added, tap on the “Convert/Save” drop-down menu at the bottom and then choose the Convert option.

Step 4. A new Convert pop-up window will now open. Under the Settings section click on the Edit (screwdriver icon) button next to the format and a pop-up Profile edition window will open.

Step 5. Choose the Video codec tab and under the Encoding parameters edit and choose the frame rate as the source file or enter the value as desired. You can increase or decrease the values by moving the up and down arrows. You can also customize other parameters like codec, bit-rate, quality, and others. Click on Save to confirm the settings.

Step 6. Browse and choose the destination folder and then finally click on the Start button to start processing the video and change its frame rate.
