i need change the actual speed cause atm i'm playing tera and at 100% camera speed it still takes 10inches for a 360 spin where im use to like 4inches per spin, i tried changing the windows mouse speed, didnt change anything, then i used some auto key script thing i found to try change speed but it only effects cursor or in game cursor not camera, i believe what i need is something that actually changes the raw speed or whatever and im for sure not gonna buy some $100 mouse just to do it, any options out there ? its been hard to find anything use full, any help is appreciated.

I am looking for a new mouse myself as far as price goes I would check out the Logitech G400 and G500. Both of those mice you can change the DPI speed on the G400 is 3600 DPI and the G500 is 5400 DPI. I have a thread asking which is better as well because I have used both some recently and am having a hard time deciding on which.

are you using a cheap mouse without any good software included?
does the game offer mouse speed settings in addion to camera speed settings?

i use a razer deathadder but logitech mice also include good software.

typically i set my dpi to 800-1200 (more is normally a waste), adjust windows mouse speed settings to my preference and then use in game cursor settings to fine tune the rest.

too low of a dpi or low mouse speed settings in game will cause the effect you describe. too high of a dpi or too high of a mouse speed will cause the mouse to move too quickly.

generally speaking its best to have a mouse which has software adjustable dpi. in case of certain games where your normal dpi settings do not work you can always create a setting for just that game and swap back after playing.

Well I ended up going with the Logitech G400 and am very happy so far! It has nice solid click to the buttons and for me it felt as if it tracked way better. It was also slightly more comfortable in my hands as mine are not very big and I also love the adjustable DPI on it. =)

using a normal OCJ 339 style Dell optical mouse

the game has only a camera speed , the mouse speed is same as the system speed and ive tried change system speed it only changed the mouse speed on the UI not the camera

i've used dell mice before for gaming and they worked fine for gaming in most cases. it seems that your game doesnt give you enough adjustability to make it work though. i would suggest getting one with adjustable dpi to fix the issue then i know razer and logitech support this in the drivers.
