Changed case and now stuttering and slow.

So I built a new computer months ago but decided to switch back to my old case since i didnt like the new one. And I think I made some mistakes that have damaged my system. For one, I switched the PSU but used the old PSU cables since they were already zipped and organized throughout the old case(they were similar make model though). I later learned they are not always interchangable. Also I added some old ram in the 1 and 3 slots without thinking .

When first starting I experienced stuttering and a few BSOD crashes shortly after startup. So i removed the old ram, and switched the PSU so i have my old PSU with the old cables. Now it's relatively stable but it's much slower on things like file transfer, opening programs, right clicking context menu, and scans. As well as frequent micro stuttering. Games have stuttering as well.

Things I've tried:
XMP on and off
Updating Bios
Updating drivers I could find/think of
Updating GPU drivers
Updating windows
RAM check (no error)
chkdsk (no errors)
Virus update and quickscan
