Changed font settings don't stay changed after restart

I have a user that wanted to change the font size of the menus, and specifically, the folder pane in Outlook. She followed the instructions to go to Control Panel>Display and under the "Change only the text size" heading, changed the Menus to a font size of 11. This works just fine...until the computer is restarted. Upon restart, the settings go back to normal, so she has to make the adjustment every day when she starts it up. Does anyone have any ideas about how to make it stick permanently?

Did you try saving the theme ?
