PC specs:
CPU: Ryzen 7 3700X
GPU: RX 6700XT
Motherboard: Asus B450m-a
PSU: Cougar STX 750w 80+
RAM: 16GB corsair DDR4 3200MHz
1 SATA SSD and 1 M.2 SSD

So I bought a biostar 6700xt brand new and replaced my 1050ti with it, after installing the drivers and decide to play demanding games (Cyberpunk 2077, Squad) the pc decided to go inti black screen and buzzing noise then immediatly (1 sec) restarts. No minidump, just kernel-power 41 critical on event viewers. I did OCCT stress test (almost every mode but only about 10-15 mins for each mode though) which make me think its not hardware related since the game crash within atmost 15 mins, usually being about 5 mins.

Solutions that I have tried to no avail:
DDU and install drivers (new and old)
Reseat everything on my mobo
Clean boot
Reinstall windows 11
Updated BIOS
Updated chipset drivers

I think your card 6700xt has a problem, you can try to replace back with 1050ti and check if your PC has any problem. If your PC running well with the 1050ti card, the problem is Biostar 6700xt.

Forgive me if this is a stupid question, but I ran OCCT to test my GPU (both 3d and VRAM for 30 mins each) and it turned out ok, does it necessarily means that its a software problem?

PSU: Cougar STX 750w 80+

This is indeed the CULPRIT. That's a junk poor/cheap quality PSU. Do not use "Cougar" branded PSUs on high end gaming PCs.

Get a HIGH quality PSU, and stop using this model to power up the system along with the GPU installed.

Get something else if you have the money. You can also consult a tier list like this before you buy a PSU, because the last thing you need is an underperforming PSU that won't output power and light itself on fire.

Never SKIMP on the PSU. This is the most important PC component. I can't stress this enough.

PSU brand aside, the main concern is the "quality" of the power, the quality of the components used/CAPS, as well as the total AMP drawn on the +12V RAIL (output), the efficiency under load, "ripple suppression", among other factors, unlike the actual PSU brand.

OEM also matters a lot !

Power supplies are an imperative part of your system that should not be taken lightly. Throwing in a budget PSU could result in poor power efficiency or even a wrecked system.

Sheesh, I didn’t know it was a bad PSU brand, from where I’m from (Thailand) this brand is quite widely used because of the mainstream vendors always has this brand everywhere and saying that it is decent. Will try and grab another PSU in the future, any brand your personal favorites?

No, I don't have any personal favorites as such, when it comes to PSU brands, because most of the PSU brands sell BOTH good and bad units as well. I always look for a high tier power supply, min GOLD rated, but I usually go for Platinum/Titanium certified units.

These high tier units are expensive, but you get what you pay for. A high quality reliable unit. My personal picks have been 'Be Quiet' and 'Seasonic' brands though. Even Corsair PSUs are trustworthy.
