every time i open a game i have different fps. sometimes it's 80 and sometimes 40. video settings don't matter very much. temperatures are normal.
rig:
MSI 970A-G43
fx-6300
overclocked msi gtx960 2gb
6gb ddr3 1333mhz
600w siletiumpc psu
Same game, or different?
FX 6300 might not be the best CPU for new games, so if you happened to be comparing older to newer there's your answer.
If it's the same game, that's a different story.

Same games, for example r6 siege and bf1 beta. one day fps is smooth 80 and another day its 40.
if your fps drop to roughly the same amount (getting 40fps at some point in a gmae whether it's on high or low settings) it means your CPU limits you and you'd need more CPU power to reach higher fps
If you can play a game on monday on constant 80fps
and the same game on wednesday on constant 40fps tops
then there's probably a different problem present

What's the cpu and gpu usage when on the desktop and what are your CPU and gpu temps in game and on desktop?
Your gpu is being fully utilised which suggest its working fine, it could be some form of thermal throttling if you have an overheating issue or it could even be a virus or other nasty also using the gpu.

Which game?
Happens at least in r6 siege, bf1 beta and titanfall
burgessanthony :
Bf1 is due to your slow ram and fairly weak CPU. It's very cpu/ram speed heavy.

Well i was going to buy a new ram anyway, but is there any hope with the cpu? its at stock 3.5ghz because i only have the stock cooler. what if i buy a new cooler and overclock it to something like 4.5ghz? is it even worth trying?
burgessanthony :
Yeah with an overclokc and faster ram you'll get the most out of it.

on the desktop gpu temperature is about 30c and usage is 0-5%, cpu1 temperature in msi afterburner is about 20c and cpu usage is 0-5%, only msi afterburner running. In game cpu1 temperature is about 65c and gpu temp is 50-60c
That's really odd, your gpu is still being fully utilised but your fps seem random. I'd start by downloading and running DDU and then reinstalling the latest drivers.

i did that and opened r6 siege. Fps was 80-100 all the time. The game froze so i closed it. When i opened it again, fps was 40.
Could it be gpu driver issue? gpu is overclocked, and when the game froze it said something like 'display driver stopped working'. could the drivers limit gpu power to prevent crashing?
