Is it possible to change the FQDN name on a PDC? If
possible how can I accomplish it?

Officially I think the answer is still no.

Unofficially you can hack the registry. If the machine is simply a DC this
should work fine as I have done it many times and haven't had an issue. However
if you have other things running I do not vouche for their safety. Actually I
don't vouche for your safetly at all.)

hklm\system\currentcontrolset\services\tcpip\parameters\NV Domain

After the change, you will want to reboot.
