Changing keyboard language

Hello,I am unable to use the keyboard language, I imagine the actual software is not there. Is there somewhere I can download it from? I did have it but changed from Windows Vista to Windows 98 again.

Win98? But why?

This of course doesn't help a bit, but then you need to say more about the problem.

Maybe it's one of these problems....?

The keyboard puts foreign characters on screen?
Everything about Win98 is foreign?
The printed characters on the keyboard itself are foreign.
The keys are out of order, otherwise alright.
It just types little squares on my screen, nothing that can be identified.
Win98 makes me load a driver for every single different device I ever plug into it, including USB (This is normal).
Win98 makes me do a complete restart after any little change I make in the system (This is normal).
I'm keeping Win98 because it is superior to Vista (This is true).
I'd shoot the guys who wrote Win98 except they are probably all dead by now of old age (yup!)
Why can't Microsoft make an operating system that works? (They did, it's called Windows XP)
