character Map

I just purchased a Dell computer with XP home edition.
I tried to find the character map. It's usually found
clicking on Start/Programs/Accessories/System Tools
But it is not there. Where is it?

Might not be enabled, in the Control Panel, Add or Remove Programs, on the left pane,
click Add/Remove Windows Components, double-click Accessories and Utilities,
double-click Accessories, check Character Map.
