Charge phone when PC is off

Hi everyone.

I've been searching around recently to find out how I power my phone via a USB cable when my PC is turned off and all solutions have been pointing to an "ErP" setting within my BIOS. Unfortunately, I cannot find this option under the "APM" section where it should be. Do I have to do something else to make it appear?

I have the Asus H81M-E motherboard running the latest BIOS software and have a Cooler Master B700 V2 PSU.
 


I hardly have any plugs left in my room. Only 1 left for my new monitor which is coming. In posts I've seen online, I've seen people talk about how they've done it when their PC is shutdown - I just don't understand why mine cannot.

If the case is that it will 100% not charge when shutdown, then sleep mode will be my only option. However, in sleep mode, my phone still doesn't want to charge up.
