Charging sound to a discharge

I am a first time builder and I've already gotten over some of the major humps of computer building but I ran into a problem. My computer will make a sound that grows in volume and then just kind of discharges it. It only does this while in game, but out of game it makes a disturbing grinding noise. Looking for any tips on what to do. Oh and as the Boise is building up, the game will freeze and won't resume until the discharge.

do you have onboard video to test if that sound is not coming from the gpu by removing it from the system and use onboard .
