Question chassis fan problem

hi guys so i had a question my hardware is not bottle necking or being over used and my cpu temp is normal around 45 to 60 celcius but my cooling is over active and i mean very active as in when the pc is open it gives out a huge noise constantly and when i checked bios for fan activity monitoring i saw my chassis fan is running at an extremely high rpm around 300 to 500 and i dont know what to do i would appreciate some help
 
When you stylize your post generically or vaguely, the community is left asking questions in order to get to the bottom of the issue. Could you please state the specs to your buiild like so:
CPU:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:
Monitor:

Following that, please mention how the fans in your build are tethered. If you have any splitters or hubs, mention them as well. If the fans are that which came with the case, then mentioning the cases make and model should suffice but it's beneficial to see images of the fan's connectors(after you host said images on a site like Imgur).

Lastly, BIOS version for your motherboard?
 
300 to 500? That's extremely low.

Or 3000 to 5000?

"when the PC is open"?? Do you mean running or do you mean with a case side panel off?

How long have you noticed this?
hi sorry for being vague i mean when its running and the first time i noticed this it was 2 weeks ago
