So I want to do this cheap low-end pc for fun. I'm starting with an optiplex, not sure which one yet, but it'll most likely be one with core 2 duo 2.66GHZ. Can you guys recommend some cheap PCI-E graphics cards that'll beat the integrated graphics?

The problem here is that most Optiplex power supplies are not intended to be used with a PCI-E card. I mean you might get something like a GT720/GT730 to work in an old system like that and it would definitely beat the integrated graphics. I just don't see the point beyond "fun".

Easily the GT 1030, wolf up there has some good gpu's but the 730 won't come close to a 2GB 1030, the 730 and 1030 are close in price range but for an extra 20 dollars you're getting better value as the 1030 compares to a 750.

GTX750 TI. GT1030, GT730. These will work at 720P resolution. The Mid tower Optiplexes are much prefered over others since they take full height GPUs and ATX PSUs. There are 2 core CPUs much faster than 2.66GHz. 3.0 to 3.33GHZ are available cheap. Opti 780MT would be a good one to get.
