Best bang for buck HD 5850.
Other i dont really suggest as they have DDR3 OR Similar.

Anything you get for $30 would probably be less powerful than integrated graphics. What CPU do you have?

A first gen i3, so like a i3 530 is the one im using

An hd 5870 looks like a good card, but i cant seem to find any under 30$. Is there a link that you could find

Just to say beware of HD7770 from china.
GTX 560Ti is better recommended.
And also to add HD5870 is same HD5850 but with slightly higher clocks, which you can manually overclock.
Is the budget strictly under 30$? And also it really depends where do you live since shipping.
