Cheap GTX 1070 vs average GTX 980ti setup.

Hello, GPU prices and availability seems bad at start of year, at least locally... I was supposed to get my 1070 last week but now seems I need to wait at least 2 weeks more (then it may arrive)
So I started to look around for possible alternatives and I have found 980ti... gigant from old days and its price seems comparable with 1070.
Have watched some videos and seems that 980ti is better with overclock than 1070

So my question here is should I go for 1070 or for 980ti...

Exact models in question are:

Inno3D GeForce GTX 1070 X2 8GB N1070-1SDN-P5DN

Dual fan budget version for about 359 $ converted, possible arrival after 2 weeks, but possibly no...
next cheapest one locally is 403 dollars for same model or 408 for MSI GTX1070AERO8GOC model

For 980ti there seems to be
ASUS MATRIX-GTX980TI-6GD5-GAMING for 398 $ locally (unused)

Inno3d version seems like budget one but asus one seems about medium tier therefore possibly more overclock potential so it could perform better?

What would people suggest ?
My system:
Ryzen 5 2600 CPU
600W PSU (Be quiet 11)
16 gb ram

I could go for bit better, but is breaking my budget...

VGA GBT RX Vega 56 8GB for 452 $

yes that would be much much better as you will be getting rival performance of the 1080. Maybe also wait for the non rtx version of the 2060 or 2070?

I think you should choose the inno3d 1070 as it will have longer driver support and it is a newer generation. It has a decent enough cooler as I have the 1080ti variant of the same card. Having the best cooled gtx 1070 is only gonna be marginally better than it.
