can a cheap HDMI cable blow a TV, PS3 AND DSTV DECODER

HDMI cables don't do power just video and sound. So it should not have blown out anything. The only thing you get with a lower end HDMI cable vs a higher end one is worse sound and video when watching something in like 3d 1080p. But as far as blowing a device, not possible just because it doesn't transfer power. Did you have a storm roll through? you may have had a power surge

Always use a SURGE PROTECTOR
