Camera capture, and simple open cv processing, and browsing, spreadsheets.

128 would be fine, SSD is preferred

I do have an ssd drive that I can pop in to save some money.

Are there better models to look at T430? also, at 13 or 14 inch screen does 720p vs 1080p make a big difference?

Yes T430 is fine, 430s also. 1080 is best, most will have that or a 900p screen. There are so many used systems out there that pointing to any single one as a link is about useless, there will be thousands of them out there. Keep in mind that most systems in your price range will have either weak old batteries or replacements with cheap copies that also won't last long and may fail quickly. Getting a strong original battery that is 4+ years old carries a premium.
