portable, will be in the garage

1 hour would be plenty

No games

Camera capture, and simple open cv processing, and browsing, spreadsheets.

8. How much storage (Hard Drive capacity) do you need?
128 would be fine, SSD is preferred

HP, Lenovo. Not really too worried about it.

I will be using this in the garage and possibly to play with python. Don't care about the weight.
 
Yes T430 is fine, 430s also. 1080 is best, most will have that or a 900p screen. There are so many used systems out there that pointing to any single one as a link is about useless, there will be thousands of them out there. Keep in mind that most systems in your price range will have either weak old batteries or replacements with cheap copies that also won't last long and may fail quickly. Getting a strong original battery that is 4+ years old carries a premium.
