cheap steam keys how do they do it?

I know this has been discussed a lot. About it being legal or not, and some sites being legit or not. The fact is, it has become very popular. I recently got the witcher 3 for 24 dollars in one of these considered "legit" sites. The game has been working on for a while with no problem at all, and indeed is completely legit.

Taking out of consideration scammers, and russian VPN keys. How do the legit sites sell these legit keys?. I mean the witcher for 24 is extremely cheap, where is the profit? where do they get this key from? how do they do it?. I have very hard time thinking this is legal at all. I thought, maybe they buy keys from flash deals as gifts and they sell them? idk....

Witcher 3 in the GOG Ukraine site was roughly £10 when converted. I suspect that's where the resellers are getting the keys.

I did have to go through gog.com after buying my key. But I went through gog.com and witcher was $53 there. There was a VPN option for 4$ less, and that went through the russian site. But I didn't do that. So in this case it was a gog key. not steam, activated through the geforce website.

There is a site who partner with steam or with uplay or origin, that they as a key seller, some of they are right, some of they are cheating

Like HRK its look like they sell their key cheaper + a random bonus key, I buy The Witcher 3 and got 2 steam key, the random key is awarded me with unpopuler games key, but thats ok the game is good and I got my witcher 3 steam key, I find this site after I look in https://www.pccdkeys.com , in the cheapest of list, first same to you, I not believe this HRK sell the key, but they let me have the key.My account has purchase lot game,but my steam account still in private, with no wallet

Beware if you want to buy from kinguin or G2a, because in that site anyone can be a reseller easily, just signing.I dont trust them, but not all of them sale the fake or ilegal key, there is some person who have a communication with game client, for Safety if you want buy from this site, also buy the shield protection (avoiding fake, ilegal key, and request replacement order )

maybe if you want to buy the witcher 3 cheaper look for trusted reseller

Could be bulk buying aswell. If they could somehow put an offer to a big retailer for say 300 of the same key could maybe get a discount.
