cheapest card to max 900p

If you are going to keep the card for 3-4 Years I would really recommend the jump the a 1070.

If not I would just stick with the 3gb card as the 1060 with 6gb seems to be gimped.
RX 470/570 or for better futureproofing, RX 480/580 4 gb since the price difference aren't that much
GTX 1050 ti specs are under 470, so remember, it'll give u lower performance but it's cheaper and won't need extra PCIe cable for its power source (in case ur PSU didn't have any PCIe cable or the wattage is too low)

if u're getting a 1060 3gb, remember that its VRAM will give u some disadvantage against heavy texture game (RX series had 4gb VRAM)

also check whether your PSU will be enough for the VGA u're going to buy:
RX 470/570/480 : 150w (500w PSU recommended) (6 port)
RX 580 : 180w (550w PSU recommended) (6 + 8 port)
GTX 1050ti: 65w (400w PSU recommended) (no need for PCIe)
GTX 1060 3gb / 6gb: 120w (500w PSU recommended) (6 port)

What is budget. Many used card are going to max 900p for cheaper then what these people are posting.

Gtx 770,780ti,970.980

If that is the case I would take the new card in a heartbeat.

In synthetic benchmarks yes. Real world performance not really.
