Question Check for updates always 0% cmd line works

So here is a strange behavior , so updates via check for updates always stuck at 0% like it can’t download an update or doesn’t know what to do … anyway if us powershell and command line PSWindowsUpdate package to do my updates things work fine. This has been going on for about year … any ideas on why they always stall via GUI?

Yes, I’ve done re-install of course not a clean install so I don’t lose app data.
