With any news piece, you have to look at which language it's spoken/published in. That tells you the primary audience it is intended for.

I'm kind of puzzled who this is aimed at.

I don't think its hypocrisy, its just stupidity/malice.

The People's Republic of China seems a bit hypocritical here, to say the least. Lets consider the automotive industry, as an example - the PRC used to have a 100% tariff on imported vehicles, and still has a 25% to 47% tariff on them them. The PRC also has required most automakers who want to build inside of China to "partner" with a Chinese company while doing so, making it possible for those Chinese companies to quickly catch up in the industry. This policy has worked amazingly well for China, as now they produce tons of cars in their own country and an ever increasing numbers of those cars are from their domestic manufacturers.

The US using tariffs with a side of military protection to gain some of that advanced fab tech TSMC has come up with seems pretty darn similar to me at least.
