If UAE gets the deal, good for them.

It seems like they would have to build everything from scratch?
I see that GloFlo had plans to build a fab in Abu Dhabi, but it was cancelled.
I would guess that they will need to build a chemical plant to go along with it, since there are no other semiconductor fabs in the region.
Which is also no small feat when you need high purity chemicals for photolithography.

Not to mention they would have to import 100% of the labor force as well since no one in UAE has any silicon fab experience. Though this may actually be a selling point in UAEs eyes, since their labor laws are so very lax.
