I assume this makes no difference, but on a new build, should I wait for Windows to finish installing all it updates and drivers before installing the chipset driver? Or should I not connect the PC to the internet until after I install the chipset driver?

I generally recommend waiting until windows is done (or stop it entirely) with its driver installs.
Sometimes windows will want to install something worse/older than you want, and may override said drivers.

Letting windows finish, then doing your own installs after that means you are good to go with your choices.
All said and done though, it usually dosent matter.

If an OS like windows installation ISO didn't have essential drivers like for chipset already built in it wouldn't even start installation, Those drivers are very basic so after or during windows installation windows will try to update them for their base of drivers.
MS driver data base collects only MS certified drivers so they are often outdated and possibly somewhat basic comparing to drivers from manufacturers site.
