Not unless you plan to sit back with a beer and watch $1000 worth of hardware fry 8O . Yes you need it or otherwise they wouldn't put it on there. If you're going to OC or even want to reduce fan nosie you're still going to need it. The chipset is the part of the mobo that links your RAM, CPU, and VGA together. If I was you I would by the Thermaltake Extreme Spirit 2 northbridge heatsink. I've got one and its super quiet.
Its not a chipset fan... Its fan wich you use with water cooling or passive cooling to keep some airflow around the CPU...

Do you need a fan no, but you need a really good heatsink directly in the path of your cases airflow and completely optimal conditions you want to push things to the extreme.
Now you could install a Thermalright heatsink and place a undervolted 92mm or 120mm fan near it to extra give it extra airflow, that way you get low noise and good cooling.
But also I have seen some cheep vga coolers used as replacement's for the stock chip coolers on dfi motherboards. Personally I replaced my ASUS chipset cooler with a Zalman heatsink but I'm also not over clocking (my value ram is holding me back).
