Ok cool hopefully it is the same problem I am having. Mine is with all games though. Not just Blizzard. MW2, Crysis 3, Starcraft, AOE, everything.

If you're in a rush to correct it you could contact each of the companies, that's what i did within the chats they all had different methods to fix it I'm not entierly sure which one actually worked for me but one if them maybe the fix you need. I would start with blizzard and the next game you use the most, as well as with AMD I was talking to them all at the same time and I would just let them know when I had to restart and would be able to jump back in chat. Just keep the reference numbers and eventually one will fix you're issues.

Also Do you have catalic control center yet? And before you talk to any of them make sure you're drivers are all on the up and up by Deleting them and reinstalling them and trying so when they all tell you do that you can tell them You already did and move that out of the way. But pysically Uninstall the GPU drivers and then reinstall them and update them and then try the games.

Hope this helps I just realized I just deleted the convo with AMD the other day So you should contact them yourself to have some guided help from them, But i think the techs at blizzard where the ones that helped me the most. Oddly enough. Every now and again my mouse still takes on a Different shape in game but nothing restarting the game doesn't fix now. I think that ones more of a software issue as well as this problem over hardware, I just wish it was slightly easier to pin point the problem on it's own.

So the Best answer I've got is after the troubleshooting steps I just said with unintallling and reinstalling all updated drivers which that full uninstall was important when I did talk to someone, is contact the game companies for the fix, they'll all work with you as best as the can.

Worked for and I'm currently playing all games without the problem now.

Goodluck

EDIT: Also i remembered one of the steps was cleaning out you're programs in the control pannel and Disabling ALL start up programs and trying the game and seeing if that helps. If you don't know how to find the start up progams on you're version of windows just google it, and make sure you only disable non mirosoft programs.

This is the exact same problem I'm having with my system.

It makes me not play any games, and that is the reason why I build it for. It's been like this for months and really can't see what's up.

I even RMA'd the motherboard, and the problem is still here. Any mouse I connect has the same effect and I am using a mouse mat. When I'm using an Xbox controller, everything is smooth. When I'm moving with just the keyboards, everything is smooth. When I move with the mouse, it is like a fast slideshow. No frame drops, just the whole view is stuttery.

Are you running any programs for dual monitors? Or any programs that extend your desktop or anything like that. I had a program called Actual Multiple Monitors running and that was what was causing my problems. I turned that program off and everything was back to normal.

The way I found it was to turn off every program and process that windows did not need in order to run. Then I tried the game and it was fine. So then I turned everything on one by one until I found the program.
