Choppy, rubberbanding, and sometimes freezing videos

I recently purchased a refurb 1070 and have been experiencing some odd issues. First let me start off by saying that I can run PUBG and Battlefield 1 just fine with no issues whatsoever. However, when I watch any video, whether it is streaming on youtube or a downloaded file with windows media player, about 2 minutes in, it begins to flash a black screen in between frames and will sometimes stall on a single frame and flash between the frame and a black screen. Or it will just freeze completely. I have ran DDU and reinstalled all drivers as well as rolling back to an older version, same problem. Windows is also up to date. I even installed my GPU to my friends PC to see if the problem followed but it worked fine. I'm at a loss.
