Chrome, Internet explorer downloads "Failed - Blocked"

I can't download anything anymore, it just says Failed - Blocked.
And i have tried alot, i want to reinstall my windows 10 but i don't know how because i can't download the creation tool.

Please help me with this

Sounds like your antivirus (or a virus pretending to be one) is blocking all executables. Use a different computer and download that way, and nuke your install as soon as you can.
