Question Chrome reset experimental flags

Under chrome://flags/, does the reset button return the experiment flags back to their default state when you first installed the browser?

What do you mean? Don't change anything without knowing what I'm doing just because I can revert them? I only wanted to change one setting which I read in a PC magazine.
