By closing every instance you have running of chrome and reopening it.
Simply closing a tab does not close out the process as Chrome remembers every tab you had open and every page it visited, all this cache is stored in memory and starts to eat it up.
I would also suggest you download ccleaner. Then completely close all browsers and run it, probably will find GBs worth of junk files to clean out.
Don't think that will help since I just got a new SSD, is there something I can do to lower it?
Your SSD has absolutely NOTHING to do with your issue.
When you open a program, the files are copied from the drive to memory.
The entire time the program is working, it is keeping all files and cache in memory.
So in the case of chrome browser, every page you have visited since you opened chrome since the last time you restarted is now in your system memory. Does not matter if you closed the tab or not.
Your browser will also save cache data to the drive, but all the data for each tab/webpage is stil stored in memory until either you completely close out of chrome, or you restart the computer.
If you close all chrome browsers then you should get your 9GB of memory back.
The suggestion about ccleaner was just an extra suggestion, because you likely have a lot of junk data accumulating on your drive.
