this was part of the merger deal when they merged with AT&T. . Cingular
didn't sell anyone to Suncom. Suncom acquired AT&T licences in NC .
Cingular got some of suncoms licences in VA

An exchange of licenses (spectrum) is one thing; an exchange of customers is
another thing entirely.
