I tried it on my laptop few days ago. At that time my laptop was heated up and my task manager showed the page file about 25 GB. But I didn't notice any lag in the game. But I closed the game and uninstalled it quickly.According to the specifications page on Steam: Cities Skylines on Steam It specifically states that Intel Integrated graphics are not supported. Now these specs are quite old, so something may have changed. Intel graphics have changed quite a bit since then, but personally, given your hardware, I would not attempt it.

Edit: I'd also note that while is says, "Not Supported", that doesn't mean it won't work, but if it does and something doesn't work quite right, the developers are in no way obligated to help you.
I suspect the heating up of your system was due to the relatively low specs (Intel Core I3 and integrated graphics). I've read that some people don't have problems running the game, but they're also running on very low settings. If you're interested in trying again (you did pay for the game), I'd probably reinstall and try that,I tried it on my laptop few days ago.
