Question Cl latency

I have a gaming laptop where I would like to add a ram in it. The ram that is already in there is nothing on the web about what specs it has. The only thing I know about it is that it is a ddr4 16gb 3200mhz ram. The model is Samsung m471a2g44bm0-cwe. I've tried using CPU Z and Speccy to find CL latency, but the value is changed every time so I don't know which is the right one. I tried to contact Samsung, but they don't know anything about it either.

How can it show cl latency in CPU Z and Speccy with cl 15, 17, 19 and 22. The value changes every time but how can it show less than cl 22
