I’m seeing a lot of contradicting facts on how big of a performance difference there is between CL18 and CL16 memory. I’m specifically looking at the G.Skill Ripjaws V, 3600mhz where the difference between the CL18 and CL16 is ~$13, I’m seeing people say less than a 1% performance increase going to CL16, or up to a 10% performance increase.

QVL lists don't tell you the whole story. If there is a module running at the timings and voltage of the RAM you want to buy, on the QVL list, then you're probably fine.

It should show exact model numbers not just a brand.
When I check the part # on pcpartpicker, there are three tabs on the motherboard website, and neither part is on the website. Does that mean the motherboard doesn't support either?

So I'm even more confused now. All I want to know is the difference, if any, is between two RAM models, and which I should buy?

I was looking at the MSI B550 Gaming Plus motherboard, should I consider something else?
