Question Clean Motherboard Increase Rail Voltage

Hello i am new here i just want ask to all master here:

so i have old asus p6t deluxe lately the rail voltage below my expectation
for example 12v is (11.700 - 11.900)
5v(i think its safe)
3.3v(3.0x-3.152) if i wigle the cable to the perfect position i can get(3.14 -3.18)

so 1 day i try to clean motherboard area that i think have correlation with this rail voltage(because maybe dust covering the iron or whatever it is)

now i got high voltage
12v=12.306(idle) - 12.00x(under load)
3,3v = 3.280-3.248(idle) - 3..164(under load)
