Clock speeds not showing correctly

So, I have a gtx 750 ti FTW by EVGA. Now, the normal clock speeds on this card should be at 1189 MHZ for Base and 5400 MHZ for Memory clock. But... In afterburner they are showing as 135 MHz and 405 MHz. This also shows when in game using RivaStatistics tuner which came with afterburner. These cards are not underclocked. If you have any ideas on what could fix this, whether it be an actual performance error or just a visual error, please let me know, thanks!

I would also like to add that when opening afterburner it shows what should be the correct clock speeds for about half a second, then they go to the low numbers.
 
Solution
Graphics cards have different operating modes (with different operating frequencies).
2D desktop mode would have lower frequencies than 3D performance mode.

Your game probably is not GPU intensive enough to trigger GPU mode change.
